Because people are constantly trying to feel and perform better, moving between states of mind is an endeavor taken on by religion, science, art, sport and virtually every organized human thought process. This is great news because it means that you can come at the puzzle from anywhere that feels right to you. You don't necessarily have to start on a psychologist's couch or in a leadership seminar. It is perhaps just as valid to increase your emotional intelligence by reading a novel or participating in a team sport.
The way in is through your sincere desire to know how you and other people are feeling. Questions will open the door. Since you said that you're not good at recognizing how others might be feeling, you could start by asking yourself things like, "If I had to guess what she's feeling, it would be..." Do you have a safe person to practice on? It's helpful to check the accuracy of your hypothesis on someone who won't be upset if you get it wrong!
