Corruption As Usual

First, there was Bell, Calif., the little L.A. suburb that achieved distinction for its florid corruption. Robert Rizzo, former city manager, stands accused of 53 counts of misappropriating public funds and conflicts of interest.

In a town described as the poorest in L.A. county (average income $30,000, unemployment rate 16 percent), Rizzo earned a salary of nearly $800,000 in 2009 and was expecting to rake in $1.5 million this year.

In addition to Rizzo, police arrested and charged the assistant city manager, mayor, and a gaggle of council members. It was, in the words of the district attorney, "corruption on steroids." At least 50 city officials, including Rizzo, reportedly received loans from the city worth $1.6 million. The chief of police resigned after the LA Times reported that he was earning a salary of $457,000.

No sooner were the mug shots of Bell's city fathers dry that news came of Irwindale, Calif., another town of modest means (average income $30,000, poverty rate 16.4 percent) governed by high-rolling executives. Four current and former Irwindale officials, including a council member, have been charged with misuse of public funds.

The accused made a reported five trips to New York City, between 2001 and 2005, purportedly to secure a higher bond rating for Irwindale. But prosecutors allege that "mostly they partied."

The LA Times provides the details. The town had set aside $87 million for an "affordable housing" fund, but "little housing was built or rehabilitated" according to the paper. Officials did dip into the fund, however, for lavish trips to New York. They stayed at the Ritz Carlton for as many as six nights at a time. They dined at the extremely pricey Le Bernadin and River Cafe. They purchased tickets for themselves to Yankees and Mets games and to Broadway shows like "Phantom of the Opera" and "Mamma Mia," and they arranged for chauffeurs to take them from place to place. The final bill for the five trips is estimated at $205,678. Not in Bell's league perhaps, but galling nonetheless.

In addition to Bell and Irwindale, two other Los Angeles suburbs have recently been disgraced by public corruption. The former mayor of Temple City recently pleaded no contest to bribery and other charges and will do 16 months.

In Vernon, a tiny town of 100 residents, city managers were making salaries of $1.6 million and enjoying perks like first-class air travel and $800-per-night hotel rooms.

Public corruption is not the norm in American government, but it's hardly unusual either. The Justice Department's Public Integrity section reports annually on prosecutions of federal, state, and local officials. Page through the document and discover a rogue's gallery of cheaters, thieves, swindlers, and rats. In 2009 alone, Jack Abramoff and 13 of his associates (including one former member of Congress) pleaded guilty to "honest services fraud" and related offenses. The former office manager for Sen. Edward Kennedy was indicted on charges of padding his salary to the tune of $75,000 and submitting false records to successive chiefs of staff. A parade of military members and contractors apparently helped themselves to funds meant for the Iraq Coalition Provisional Authority. And at the state level, four members of the Alaska House of Representatives were indicted, a judge in New York was convicted of extortion and seeking a bribe, and so on.

Besides prosecuting and shaming them, how can we combat the sticky fingers of our elected officials? "The more corrupt the state, the more the laws," advised Tacitus. As a corollary, the more money they have to spend, the more opportunities for mischief we afford them. Even when they're spending money honestly, most of it is wasted in government. How much of the trillion-dollar stimulus helped to create jobs? How well has Head Start, the marquee liberal program, helped low-income kids? According to a recent HHS analysis, not at all.

As we head to the polls, it's a good time to recall the wisdom of Milton Friedman. "There are four ways in which you can spend money. You can spend your own money on yourself. When you do that, why then you really watch out what you're doing, and you try to get the most for your money. Then you can spend your own money on somebody else. For example, I buy a birthday present for someone. Well, then I'm not so careful about the content of the present, but I'm very careful about the cost. Then, I can spend somebody else's money on myself. And if I spend somebody else's money on myself, then I'm sure going to have a good lunch! Finally, I can spend somebody else's money on somebody else. And if I spend somebody else's money on somebody else, I'm not concerned about how much it is, and I'm not concerned about what I get. And that's government."

Mona Charen, Good Article! I just finished writing the following article and thought your readers might want to read it. Taxpayers are fed up with these incompetent, corrupt, and greedy fat cats. Now our property taxes are being taken to 'Redistribute the Wealth' which is another Ponzi Scheme dreamed up by these liberals and ENOUGH IS ENOUGH!

ARTICLE “TIME FOR ‘FAIR TAX' WITH NO HIDDEN AGENDAS!”

After Voting in Jamestown (Guilford County) today, I noticed several things that need to be changed
immediately, as these are just some of the problems with politicians/government workers.
1] Jamestown can vote for ‘Board of Education' in Guilford County, but can't vote for District 2, 4, 6, 8
which is still ‘Board of Education'! This is violation of Taxpayers Civil Rights!
2] Jamestown can't vote for Guilford County Board of Commissioners in District 1, 2, 3, 6, 9! This is a
violation of Taxpayers Civil Right!
3] Voting polls do not require you to have a photo ID! Amazing! I asked about this, since so many people
vote in early elections from all over Guilford County! Looks like you would need a valid Driver License, a
current address and proof! I was told this wasn't needed nor required! This is very questionable!
4] I asked if these ‘touch tone' voting machines had a paper vote that's recorded. Seems to Taxpayers these
‘paper votes' should have been counted, one on one, in 2008 election, since so much went on! I was told
they do, but are all on paper rolls. If this being the case, then it wouldn't have been too difficult to count all
the 2008 votes!
5] Voting Laws must be changed! Taxpayers know there's too many problems with voting and has been
allowed to go on far too long! Hard-working Taxpayers votes are canceled by the people voting that don't
work, never intend to work, live off welfare and social programs, and yet, they're allowed to vote? Don't you
think politicians should be held responsible for bankrupting America with these ‘endless money pits'?
6] ‘FAIR TAX' would eliminate property Taxes, Public Schools, Welfare and Social Programs, period! Hard-
working Taxpayers should be able to use their money to educate their children and grandchildren in a good
Christian School! State and federal governments take sales and gas taxes from each county, using for who
knows what, now they've started another Ponzi Scheme. Property taxes are now being taken from each
county and being sent to another county! This, too, is more than questionable! Time for ‘Fair Tax' with no
hidden agendas!
7] Taxpayers are fed up with paying for attorneys to represent people that's committed crimes! This is
another ‘Violation of Taxpayers Civil Rights and Discrimination' and should stop immediately!

No more allowing politicians/workers to receive exorbitant salaries and retirements. Politicians, for their
so-called public service work, should not be able to earn more than $12,000.00 yearly, they should be made
to put their assets into social security to cover the IOU's they've put in this vault! They should be put on the
Social Security System, that they've bankrupted, and receive absolutely the same benefits as the
Taxpayers. No more paying FICA, 401K, Insurance, trips, cell phones, autos, allowances, and all the other
freebies Taxpayers don't know about. This money doesn't belong to them and it's absolutely abuse against
our children and grandchildren.

We must bring back ‘honesty', ‘common sense', ‘respect', ‘morals', ‘character' and ‘principles' to local,
State, and Federal government! Maybe after over five (5) decades of decline, this can be accomplished if
put into action immediately!

While I am on a roll, the aforementioned is absolutely the only way to balance the budget and keep
America from becoming a Third World Country, as ‘America is no longer the Super Power', due to these
incompetent, corrupt, greedy fat cats, now is it?

Well said Shirley and the majority of American agree with you are are fed up with these political criminals.
Political corruption is nothing new and spans the ever growing spectrum of government. From the Presidential office to small town local Officialdom the need for greed plants it's seed. We don't refer to life as the 'Rat Race' for nothing. The general citizenry is simply trained to perform as required by the ruling class and are simply cogs in the mechanism of finance. People are duped into thinking that supporting the wealthy is their patriotic duty and without question fork over the majority of their earnings to the various agencies that collect "Tax" and then expend a great deal of time and energy trying to figure out ways to navigate the tax codes in order to chase down our own money.
Then government gave tax payer money to the banks to keep them afloat so they can lend tax payers their own money but with an interest rate that affords the executives million dollar bonuses.
How many times in a day do we confront tax? It has literally become an appendage to our very being. From the moment we wake up and throughout the day we are bombarded by a myriad of taxes. What percentage of earnings eventually makes it's way down the taxation highway?
Big chunks come directly out of the paycheck, then it is time to cut a slice out at the gas pump and then everything that is purchased retail is taxed as well. So what do we have?

People most likely spend 60 to 70% of their income on taxes, that is except the wealthy who get off with tax loopholes and shelters, out of country company headquarters (literally tax evasion) etc.

How much of overall taxes go to government waste and pork barrel spending? I also recommend the article by Chuck Norris about the $200,000 Capitol Hill bottled water expense. Yikes!
