The "safety" part reminds the rest of us, especially those of us in cars, to keep an eye out for white canes. To help blind people become a more integrated part of the world around them, Jacobus tenBroek, the founder of the National Federation of the Blind, drafted the model White Cane Law, which many jurisdictions have since developed.
