Robert Byrd as a rider within a massive spending bill in 2004. The Constitution was indeed signed on this day in 1787, and Louisville, Ohio, led the way in making the day "official." You won't get the day off, but if your school gets federal funding, you have to teach the kids about the Constitution today. Or else.
