What country has won the most Winter Olympic medals? If you count the Soviet Union, Commonwealth of Independent States and Russia together, it's slightly ahead of Norway, which is especially strong in skiing. Norway is one of three nations that have won more Winter Olympic medals than Summer Olympic medals. The other two are Austria and Liechtenstein, which is the world's most successful Olympic nation, per capita, in the medal counts and the smallest nation to win an Olympic medal of any kind, let alone a gold.
