It is a paradox because a risk-averse operation targeting only the nuclear sites would be escalated by Iran, making all the original planning redundant as soon as the bombers took off. It is a display of weakness because threatening limited aerial warfare means Israel/US is averse to actual warfare with Iran while the Iranians have displayed no such aversion.
