Actually, it's your state which makes that decision, David. From the bill:
"in order for a QHBP offering entity to offer an Exchange-participating health benefits plan, the entity must meet the following requirements:
(1) LICENSED.—The entity shall be licensed to offer health insurance coverage under State law for each State in which it is offering such coverage."
I'm sure that you're familiar with the concept of State's rights - I'm not so sure you're familiar with the concept of reading for comprehension. I'm also unsure as to why I expect that kind of intellectual effort from a media whore. After all, it took me a whole ten minutes to look it up.
