Here in Texas I have received propaganda from the Republicans in power how they will protect us from the union bosses and protect workers' freedom, etc. etc. What I would have liked to have seen in your article is a short description of how the bill makes joining the union easier and how it would protect the employee from employer reprisals - which are probably the main reason employees would vote against becoming a union shop. Pros would be - higher wages, better conditions, better contracts and an advocate when bad managers start to do bad things (which actually would be a good thing for the employer). Cons would be - fear of reprisals, concern for the anonymity of the vote, intimidation by management, management spies, etc. and whether union dues would negate any increase in wages or benefits. A simple overview of the ECFA other than "making joining a union a tiny bit easier" would have been nice.
