Mr Jeffrey,
Forget the less than impressive goal of apprehending only 35 percent of the major violations at border points of entry. Two questions:
1. How did the DHS determine that in fiscal 2008 only 28.9 percent were apprehended? How do they know about the other 71.1 percent? If they know about the ones they missed, why haven't they been apprehended?
2. As long as these numbers are being fudged, why can't it be true that only 2 percent were apprehended, or perhaps 98 percent were apprehended?
Looks to me like another ineffective bureaucracy trying to justify its existence and the need for an increased budget.
