If Sowell doesn't consider terrorists legitimate enemy combatants who fall under the auspices of the Geneva Convention, then they must be considered criminals and be tried in the appropriate courts. If instead as Sowell seems to suggest they should be tried in military tribunals then then their cause gets legitimized .
