Theodore White in his masterful work, "The Making of the President 1960," describes a reception hosted in June of that year on the lawn of Gracie Mansion by New York Mayor Robert Wagner. Sen. John F. Kennedy, by then the clear front-runner for the Democratic presidential nomination, was there and so, too, were the hard men who ran the tough New York Democratic organization.

Sir;... The past my be prologue, but it is a lousy prophet... There are gross similarities of the past to the present, but it has no meaning we can carry into tomorrow with any certainty... For example...The Black Justice nominated to the Supreme Court, Mr. Marshall denied homosexuals their rights... Why??? Did he consider that his own rights depended upon a court??? Do we have our rights because we find them essential to our well being, or do we have only those rights we are allowed by government??? I see that government, along with every form of relationship, has a purpose of defending the rights of those within it... What is a community???What is a nation??? What is a marriage??? What is a religion??? If my marriage did not protect the interest of my wife she would have little need of me... If my community did not protect my rights I would have little use of it... I mean; this is just an aside, since the notion of rights and obligation of government is changing all the time, and is perhaps degrading now, and the people feeling that, -that our ill advised wars, our religions, -out of control and in control of government; and the denial of civil rights in pursuit of an offensive foreign policy has done much to push people to embrace change....I doubt that a change of presidents or party will have the effect we desire... I think we must seek constitutional change, and reform our government after a long discussion of rights... What we do, others would as soon undo, and what they would undo we would as soon do again... I have worked on a night shift fighting progress with the day shift, and such a waste of life and time does not appeal to me... Rather; we ought to get our act together and chose our goals for this generation, and perhaps the next... But we should not struggle for a tenuous progress that can all too soon be given back...
