You can interpret people's behavior for what it is. This young woman went out with someone else and felt bad about it, hence avoiding him. She's done it again. He was wise to tell her she should see her old boyfriend. Better to know now than after he makes a commitment to her.
She's just not ready to settle down, even if it is just to date one man exclusively. It's not anyone's fault. Don't pursue her and look for someone who not only takes your breath away but also shares your idea of commitment. Faithfulness is more beautiful than beauty which is unfaithful ever could be.

Yes, time to move on. It's obvious that this young woman is not ready for the depth of commitment that this guy is.
Hey, she's not leading him on, not returning his call should be enough to let him know she's not interested. She's a young girl and this is the only way she knows to communicate. The problem with dating out of your age group is finding someone who shares your immediate goals for a relationship. I know this sounds cold but if he found a 20 year old that was looking for a commitment it would probably be motivated by financial need, is that the role he wants to play in a relationship?
