A 3-Year-Old Hellion?

Dear Margo: I have a good friend whose 3-year-old is a complete terror. The child has no boundaries and has never been disciplined in her life. When my friend and her family visit my home, this little girl is constantly jumping on my furniture, throwing DVDs and torturing my animals. The other day I caught her choking my dog to the point where he almost passed out. My friend ignores this behavior and acts like it's no big deal. Perhaps this young mother can find a parenting class and invite her friend to take it with her. Also suggest a preschool for this kid right away, the teachers there will guide Mommy on how to parent. At three years old it is definitely time for this child to learn how to get along with other children. Mommy seems interested it teaching her child somethings, but she need to know that the most important thing any child learns is how to get along with others.

While I agree the advice, I can't help but wonder about the statement regarding her own one year-old. How, exactly, is one "strict" with a one year-old???
