We need National Legislation that on the second offense, no flee bargaining, NO BOND. Our children need a safe place again in our country and the offenders need to learn they will be held accountable and that the Victims Rights WILL BE enforced. In 1979 my 10 year old daughter, Vicki, was lured to a place where her 15 year old chronic child molester raped, murdered and threw her lifeless body in a shallow grave he dug three days before. After a week long trial he was sentenced to 30 years for the rape and natural life for the murder. We found out later, the handsome, polite young man we had liked and trusted had been on parol, nor did we know his sinister background. He had tortured aninals at an early age, stuck his hand down little girls panties, raped, threated young girls with knives and guns. The state of Illinois knew he dug graves, the size of Vicki in the snow or drew plots in the dirt. Her killer has exhausted all his legal appeals, he continues to petition the Govenor for clemency and we face his release through the Apredie decision. And perhaps the worst is still ahead with many groups fighting that juvinile killers sould not be given life. If this were to happen we would be revictimized at parole hearings for the monster that mudered my baby. Does Vicki get another chance? NEVER, she's DEAD, forever. A LOST CHILD
