Please explain your "One Big Happy" strip for today, 5/29/15. I don't get it. The neighborhood where James and Ruthie live have retarded kids? What's the punch line?

It's a common traffic sign, meaning for drivers to slow down because children might be present, but looking to the kids like "slow" is an adjective. They're in mid-street pondering their question, when the crossing guard makes them run, just like on the sign.
